Whereabouts is the bald spot and how big?
 
I can’t see the picture very well but it’s probably just his scent glands :-). It’s normal for them to have no hair in that area.
 
Ok - what I would probably do (if you have space) is put a multiroom house over that corner with the toilet inside one of the rooms. He'll probably still burrow under the house but may also build a cosy nest in it as well and get in the habit of using the toilet as it's near his nest and burrow.

There is some logic in this - they do seem to like a dark private space, to sleep eat and do their ablutions! Which is why they tend to use the toilet inside a multitroom house. Rather than having the effort of emerging from a cosy burrow to "go outside" to go to the loo!

Alternatively you could put the toilet tray on top of the substrate near his burrow entrance. as he may start using it when he realises the spot cleaning of the underground toilet is annoying.
This is completely what our Syrian does. Our Syrian has his "bedroom" in one chamber of a 6- chamber hide away and his toilet in the next door chamber. He also uses the sandbath- but probably as Maz says, often doesn't want to bother to come up to the sandbath, especially if he hears people out because he's a shy boy. I don't change out the wet bedding in his house as frequently because it means I have to take the top of his chamber and have him out, and we don't take him out every night since it's not his preference. But in all honesty I should probably get a little more regular with his inner toilet changes. Maybe if I do he'll either change up his toilet or get less shy!

Aw he looks so cute in there! I think he's just enjoying his hide :)
 
Reggie crawled into my hands last night for the first time after a few seconds he freaked out and jumped back into his cage but I stroked his bum to calm him down and he was fine with it
 
He looks very happy & inquisitive. Lovely colour quite unusual my Ivor was grey but with longer hair 💓. Enjoy yr new Ham x
 
Had tub time with Reggie last night (OBVS NO WATER) he had his play blanket, lots of hides and tunnels and lots of treats, he checked out my tattoos and tried to eat one, climbed on my arm a little bit then burrowed behind my back 😭
