It is very hot at the moment and they often do look for somewhere cool to lie to cool off. Hamsters are very clean little things and I am sure he will keep himself groomed. You might need to check the room temperature if he's getting overheated. There's a thread here about how to keep them cool. They lie in sand to keep cool. If that is his sand toilet then maybe give him a separate sand bath as well.

I found my hamster needed a few inches of sand to keep his fur nice and clean.

I already put a frozen gel pack in his cage
Helps so much and since it's an aquarium the coldness is mostly kept in

Just keep a check that he doesn't try to chew it. It may not be safe to chew. You can also use a bag of frozen pees against the side of the cage maybe - there are a few tips in that thread.

He may chew that so perhaps you could give him a mug instead. You can pop it in the fridge so it will be cool for him.

He could chew it when you are asleep. I had a camera in my hamsters cage and was surprised to find out what he got up to.
