Hamsters need stability and familiarity of environment, and can't really be taken out and about - it would be too stressful for them. They can find it stressful enough just being taken to the vets in a pet carrier so that's only done if it's essential. Leaving them alone in their enclosure is fine for four hours. The longest time you can leave a hamster home alone is about 2 nights, but then it's still best to have someone come in daily and check their water/top up food, although you can leave out extra for 2 days.
If you think about it, they are alone for at least 8 hours overnight
The most important thing is a large enclosure with plenty of enrichment so they can have natural behaviours like digging, foraging, hoarding and nesting.
They can also get very stressed even by things being moved around in the enclosure or clean outs, so it's best to just "spot clean" the pee as and when needed and only do partial cage cleans (ie not everything at the same time).
Providing you have enough bedding and enough shelter (eg hides and a platform) the hamster will be happy and secure - as long as the enclosure/cage is big enough. This thread shows some hamster set ups which might help
